European Commission envoy Jean Pierre Bou will arrive in Cape Verde today to analyze a partnership for circular mobility and emigration between Cape Verde and the European Union with Cape Verdean authorities. These will be the first official discussions between the EU and Cape Verdean authorities within the framework of the implementation of the pilot experience on the Partnership for Mobility and Circular Emigration between Cape Verde and the European Union. The partnership seeks to establish a normative negotiated framework on flexibility for the circulation of people from third countries within the EU space. Cape Verde and Moldova were the two pilot countries chosen to be a part of this partnership, in a decision made by the European Council of Justice and Interior Ministers in its December 6, 2007 plenary session. Circular emigration will be another approach to be discussed in the meetings between Bou and Cape Verdean authorities, in particular officials from the Ministry of Foreign Affairs. According to a press release from the Ministry of Foreign Affairs, “circular emigration is the way encountered by the European Union as a part of its migration management and development policy to reflect alongside immigrant-issuing countries regarding appropriate mechanisms that could in the near future serve as tools for the mobilization of more resources to be invested in the development process of the countries of origin.” Jean Pierre Bou could leave Cape Verde with an accord of understanding on making the circulation of Cape Verdeans within the European space more flexible. In Cape Verde, the European Commission’s main administrator and program official will seek “guarantees from Cape Verde, as a credible country.”
