The Embassy of the Netherlands in Senegal has advised Cape Verde’s Ministry of Finances that the Dutch government has authorized the transfer of the second instalment of 5 million euros (some 550 million escudos) following the approval of the first global report on the execution of Cape Verde’s National Environmental Action Plan (PANA II). The funds are expected to hit State coffers this week.
Cape Verde’s municipal governments can now breathe easier, as most likely they will receive the funds they need to continue with the execution of their respective environmental plans before the end of the month. According to a source at the Finance Ministry’s Planning Department, there was a slight delay in the transfer of the second instalment “because more time than expected was taken with the harmonization of the various municipal reports and their subsequent incorporation into the global report sent to the Dutch government.” Of the 5 million euros, which are already included in this year’ State Budget, 60% will be passed on to the municipalities, while 40% will go to the central government’s sector plans. The municipal chambers, however, will only receive the funds set aside for them after presenting their resource utilization proposals to the Environment Department. |
